The core rule engine is free on every plan
Creating rules, activating them and having them enforce at checkout costs nothing. There is no cap on the number of rules, no test-rule expiry, and no plan required just to turn enforcement on. The Conditions card says as much directly: "Free on every plan. No caps, no test-rule expiry."
What can be plan-gated
Higher tiers unlock more advanced targeting and configuration. Depending on your plan, some options appear normally, and others show as Upgrade required, visible but disabled, rather than being hidden.

If an option you expect is missing or shown disabled, that is a plan gate rather than a bug. Check the Plans page to compare what each tier unlocks.
View and change your plan
Go to Plans from the Prime MOQ sidebar, review the plan comparison for the specific features each tier unlocks, then click through to upgrade or downgrade. This is handled through Shopify's standard app billing flow.
Common mistakes
- Assuming a rule needs a paid plan to enforce. If a rule built on the free tier is not working, the cause is almost always configuration (scope, schedule, eligibility) rather than billing. See Troubleshooting.
- Reading a disabled option as broken. An "Upgrade required" option is visible on purpose, so you know the capability exists and can decide whether to upgrade, rather than it silently disappearing.
